What this layer does
AI clusters are communication systems as much as compute systems. Fiber, cables, transceivers, switching, and packaging determine whether thousands of accelerators can behave like one useful machine. A shortage in connectivity can strand compute that is otherwise ready to run.
How control is built
Control comes from qualified component supply, network architecture, installation capacity, and an understanding of which optical layers are hardest to replace. Customer-backed agreements can support supplier expansion while leaving the operator responsible for manufacturing and reliability.
What to watch
Follow the path from silicon photonics and lasers through cables and installation. The relevant question is not only whether a component exists, but whether the whole network can be built, tested, and maintained at the pace of the compute fleet.
